All of the campgrounds, both public and private, that we have camped in western WA allow pets. They all have restrictions about being on a leash and kept under control at all times. Some private ones have areas specifically designated as "pet areas" and the expectation is that your dog does his/her business there but dogs being dogs.........
Some CG have restrictions about the length of the leash as well. Before booking into the CG, phone ahead to see if they allow pets and what the restrictions/conditions are.

Many RVers take pets with them -- mostly small dogs but a few take their cats along as well.

Haven't come across any that do not permit certain breeds but there may be some that do.

Not sure if this helps in your search for "dog friendly places".
