I'm buying a 2015 25RLSWE Cougar Plus. Everything is original in it. Will the waterheater be both electric/gas?

The specs found I found list it as propane/electric.

But be aware, sometimes the specs you read are not 100% accurate.
Only way to know for sure is to get the make and model number from the water heater itself.

On the outside of your camper is a door over the water heater. Open it and you will see a tag with make/model. The model number will indicate the water heater's functions (gas/electric or just gas) and may tell if you have an inside switch or must switch on the outside after opening the door for electric to heat the water.

I have both an inside switch and an outside switch on my 2016. I have to turn on the outside, or the inside won't work for electric heat, like a safety lockout or something. gas works no mater what position the outside switch is in.

According to the 2015 Cougar Western Edition brochure, the trailer came "standard" with a gas/electric DSI water heater". Whether it has an inside wall mounted ON/OFF switch for the electric function is anybody's guess as that was not addressed in the brochure. But, yes, if the water heater is OEM, it will be gas/electric.

My 2014 Cougar High Country had an Atwood water heater which only has the switches inside and none on the outside of the heater.
