I went to empty this tank but the valve will only pull out about 1" is this normal. I thought it should pull approx. the diameter of the pipe it is in. Any help would be appreciated this is our first RV a 2025 Cougar.

Sometimes those valves do get stuck. Try opening and closing the valve several times, back and forth, each time with a little more force. It should take maybe 3 or 4 pulls like this and the thing should open fully. But, don't pull so hard you break something. You just want to work the valve back and fort and any obstruction will work it's way out.

If that does not work, then your camper is still brand new and under warranty .... you know what happens next?

Remember also that the gray tank valve is probably a 1.5" valve. While the "trailer dump outlet" is 3", that is because the black tank valve is 3" and that flow must be the same as the black tank valve/opening. The gray tanks are often 1.5" valves since they don't have to be large enough to move solid waste.

So, having a gray tank valve pull that only moves about 1.5" will still fully open the gray tank valve blade on the smaller size valve.

Does your tank empty fully and when you close the valve, does it leak/drip to fill the trailer dump outlet so you end up with a "gush of water when you remove the cap ???

My first recommendation is to purchase a clear 3" bayonet extentension or 45° or 90° elbow. Attach it to the discharge pipe before the hose. Then when you open the valve you will visually know the flow rate

Hate to say it...but it doesn't sound normal.

I also hate to say it but since it's a brand new trailer I'd pull it as hard as I possibly could and see if you break it loose from being stuck. If you destroy the valve, it's under warranty, right?
Rhino makes a clear add-on that attaches to the dump outlet that also has a valve on it. So if by chance one of your valves break you can still keep being you till it gets fixed.

I added one of those termination dump valves so that I can open both grey tanks to let them equalize and increase my capacity before needing to dump the grey tanks.

When you open the grey tank valve does anything come out? Do you hear or see a full steady flow emptying?

You're good if there is flow. Some of the newer 1-1/2” valves do have a shorter smoother stroke.

The cable could be in a bind. Get a lubricant and spray where the cable is exposed behind the pull handle. I like WD40 with PTFE (Teflon). There are small fixtures designed to allow you to spray between the cable and sheathing. Usually sold as bicycle or motorcycle tools.
But the most likely issue is the cable was just thrown haphazardly between the “convenience center” and the tank. It could be way too long. Maybe Google RV dump cable specs. Valterra or another manufacturer has it on their website.
There are also products designed to pour down toilets and sinks to lube the valve.
