Witnessed a terrible TV blowout

I was driving down the freeway recently and came across tire fragments in the road. Off to the shoulder was a brand new F350 with a shredded front tire. Normally no big deal. But the whole front quarter panel had been taken out by the tire. It looked like a small bomb had gone off. The guy was standing there staring at it scratching his head. I wanted to stop to help (and photo) but I was too far over to make it safely and someone else was stopping to help. But WOW! I have never seen anything like that.

E rated tire, high PSI, can make a real mess.
