Well several things can prevent you from having hot water on electric.
First make sure tank isn't on bypass, pop the expansion valve open a bit you should get a spray of water. If not, the tank is likely on bypass. Open the by pass valve(s).
Next if you have a spray, make sure the W/H breaker is on.
Then be sure the switch in the lower right corner under the outside access panel is on.
Now if the element had power, before the tank was filled with water, it is likely that you burned up the heating element and will need to replace it.
