What do you mean "batteries are off as well"?
If it means they are off the rv stored in your garage somethings very haywire, where's the power coming from for the light to blink?
If that means you used the factory disconnect the batteries most likely are NOT completely disconnected. That disconnect does not disconnect the CO/LP detector wired directly to the batteries. On some rvs with electric slides it does not disconnect power to those motors so that they powered & won't come out during travel. Any radios with clocks. The only way to completely disconnect all parasitic drains is either disconnect the negative cable from the battery going directly to ground or add a disconnect switch to that cable, otherwise your batteries will be dead in as little as a week depending on condition of the batteries.
I have no clue what the blinking green light indicates other than it's getting power somewhere somehow.
