Ok. Suburban will have the rocker switch on the outside lower left corner. They fail, not often but it’s the first thing I would check.
You can take the oval cover off to access the heating element. Test for 120VAC. If you have voltage. If you do, then make sure voltage is OFF, take the leads off the element and test across the connections for resistance. If you have infinite then the element is no good.
You can get a new one at your local big box hardware store, just have to know the thread size and wattage. Should be like 1350 watts and it takes a 1 1/2” thin wall socket. You can get the socket when you get the element.

If like mine you have a switch in the control panel (I do not have In Command) you activate. That switch pulls a relay mounted on the back side of the exterior panel of the heater. 120vac is wired to that relay then to the on/off switch (mounted upside down) on the lower left of the inside of the heater. Look at the switch closely as it operates "upside down" from normal. It has to be on. At that point 120vac is then sent to the thermostat and on to the heating element.
Make sure the switch is on in the control panel (light comes on) and the rocker switch is turned to "on" on the back of the water heater. If it wasn't turned on without water in the heater and everything is OK it should get hot. If not check that switch. This trailer burned out 3 of them (melted) because they got hot - I could not find a reason they did that. The last one has worked all year. If you find nothing with those things take a meter and find the 120vac. First place to check is the incoming side of that upside down switch.
Edit: Didn't think to mention the breaker for the water heater - make sure it isn't thrown or turned off.

Finally got to this. Is this the relay that should have 110 on one side?

Switch on the heater is good. Off infinity on 1 ohm. Element 10 ohm. Red side is DC/gas as on gas get 14v there nothing on blue side.
Si it appears no AC power getting outside.

Those are the thermostats. If the switch is working you should have 120VAC to the left one I believe.

No power across the left/blue or either blue to ground.
Question is the frame ground for A/C too? For the DC I get 14v to the water heater body so it is grounded. Just double checking it is also A/C.

All grounds should be common and to the trailer frame.
You need to get to the backside of the water heater. There will be a black box, the relay is inside of it. Common for one of the connections to come loose.

Here is a couple of more view of the 12:volt remote relay that sends 120 volt AC to the thermostat on the left hand side of the water heater.

Power Plug
FWIW, Camping World, after much troubleshooting, found that either Keystone had never plugged in the A/C power plug on the back side of the water heater (or, it somehow wiggled itself loose)! It either failed on our first trip or never worked at all... we're not even sure! 2021 Cougar 30RLS...

Bob, does the Montana have the InCommand Control Panel System like my Cougar, that controls just about everything in the camper? That's where I have to turn on my electric hot water element - I have a choice of "Off", "Gas", "Electric" or "Both"! As I said in my last post, Camping World found the main power plug (inside the camper, buried under the bathroom) on the back of the water heater, unplugged... ! Way to ruin a first 8 months with your new rig... it was in and out of the shop three times before they found that (partly because we wouldn't leave it with them for three months!!!)

Thank you. I found that the electric source for the water heater is not plugged-in. I can't see where there is an outlet available. Fortunately I'm still under warrantee and expect this to be remedied. BTW-I plugged this into my house outlet and the water heater worked fine...

What exactly is the issue with your water heater? You tagged into a thread that is several months old. Your water heater should be hard wired and not plugged into an outlet. What brand of water heater, are the switches for gas/electric turned on etc.?

Like Danny, I have only seen hard-wired water heaters. Does the whole setup seem to be factory? Or does it appear to have some Jerry-rigging involved?

I agree that it should be hard wired, but it's not. I have the correct switches engaged. When I run an electric extension out to the plug I've mentioned the water gets hot. it doesn't speak well of the builder of the trailer or quality control...

Never heard of any water heater relying on an outlet to plug into. Again, I guess I need to ask what make/model water heater is being discussed?
