In this case, wet bolts are replacements for the bolts in the mounting of the shackles, etc. to the frame mounts for your springs and axles.
Wet bolts have grease fittings and paths for the grease to travel to keep the mounts and pivot points lubricated. Less wear and tear on everything.
There are a couple of threads about them and shackle upgrades here. You may want to read them to decide if the upgrade is right for you.
I'd also suggest that once you learn a bit about them, crawl under your rig and see if you already have them as they are now factory installed in some cases.
