My neighbor purchased a new Hideout 5er and it appears the cutoff from the front bath is missing. Here is a photo of it. Comments??

I may be missing your point, but it looks OK to me.
Just have to move the dump hose to empty that tank.

If you/they traced back to the coroplast and no valve present, and no cable or hole in the coroplast (the handles can and do fall off regularly) then I guess he heeds to visit the dealer.

I assume you are referencing the large black dump pipe from the bathroom??
I see both valves for the gray lines but do not see one on the large line which I assume is the black tank. From the looks he could just leave it alone....but man, pulling that cap off might be a big surprise; he could buy one of the aftermarket valves that attaches to the end of the big dump pipe giving him the ability to open/close a valve, or take it back to the dealer and have them put a valve in that black line. Looks like...

OK I see the issue. Didn't realize there was no valve. Might have to do come measuring. If the dealer glues on a coupling, then a valve, will it stick out too far? A $25 twist on valve may be the easiest fix.
Or, cut into the big line and put a valve upstream of the Y.

Lets see a photo of the black tank pipe coming out of the underside, I bet there is a valve around there. If not get the dealer involved.

I’m wondering if there might be a cable operated pull inside a compartment or underneath on the frame for the black tank.

Need another photo of 3" pipe farther to the front of trailer. There should be another larger valve closer to the black tank.

Just an observation, that trailer is NOT a "winter camping trailer". While it may have a sticker on the door, be advertised as having a "polar package" or a "arctic package" or a "tested below" statement, the dump valves on both of the gray tanks are exposed, under the coroplast belly lining. All of the waste water from that valve back to the tank is not protected, will freeze, not allow the tanks to be emptied once the trailer belly is exposed to "below freezing temperatures" for sufficient time to freeze those 1.5" drain lines.
I know this doesn't answer the question, "Where is the black tank dump valve?" which I'd guess is also "exposed under the coroplast belly lining, at the bend of the 3" line where it flows back to the elbow fixtures shown in the photos.
I'd crawl under the trailer and look up at the 3" line to see if there's a valve there. If not, open the storage compartment that looks like it's over the elbow location and see if there's a valve handle inside the door, on the frame rail. If in neither location, then it's possible the factory didn't install a valve on the black tank line, however I'd be "AMAZED" if that happened AND the dealer didn't notice it during the PDI. So, I'd guess it's more a matter of the owner didn't remember where the valve was pointed out during the PDI rather than the factory screwed up....

I have a 2018 Hideout 299RLDS FW. The plumbing looks identical to the photos shown. The black valve handle on mine is up under the sidewall above the pipe. It's a cable pull through the frame. You really can't see it without getting down on a knee and looking up underneath.

My gray water galley tank pull is behind the rear driver side wheel and when the slide is out, you have to crawl under the slide and then under the trailer to dump the galley tank. There is enough play in the long smaller pipe to the main dump valve where it tees in that I have considered cutting the long black piece of tubing and installing another dump valve near where the other gray and black valves are located. When the ground is wet, I carry a couple large pieces of cardboard for getting to the galley tank tee handle so as not to get filthy. I actually added a 6" extension for the tee handle to get it out as far as it will go... fun fun.

My "boonies creeper" is an old rather beefy plastic tablecloth. Fold compactly, easy to slide on the plastic surface and reusable. GFs 5th wheel has 4 tanks and 4 pull valves along the left side frame. Some you have to get down to find. Some very awkward to get to with slides out. But they are pull rods not cables which is better.

Cutoff missing
Yep, we found the small handle with a wire running thru the I-beam well away from the drain pipe. You had to get under the TT to see it and to pull it. But it was there. Thanks for suggestions.
