My first guess would be a stuck cable. Sometimes spraying a penetrating lube like PbBlaster on the cable where it enters the housing can free it. Other than that your probably going to have to drop the edge of the underbelly for a closer look. Sometimes but not often you can free up the cable where it exits the housing.
If neither of those work, replacement is fairly easy. Make sure to get the same brand and size and length of cable. Let us know what you find.
