If you are using electricity to heat your water rather than propane, it may be that you also have some other electrical items running at the same time. If you have too many small appliances (coffee pot, toaster, microwave, etc.) or a heater on, the electrical system can't handle such a load. When you switch on the HW heater, it is just too much and the breaker trips.
That might be one cause to consider first.
What plug is it that doesn't work? Do you mean an electrical outlet? We need more information about "the plug" before we can offer much in the way of help.
