battery ground

on a Cougar is the battery negative grounded to the frame?

Yes, battery negative is ground. Attached to some major steel structure, preferably the frame.

I am running Ham radios and ground is very important, if the negative is grounded the installation becomes easier. The stock converter/charger is very noisy preventing reception. It must be replaced to use receivers, and LED lights are also some problem.

ALL negatives (grounds) including the 120V wiring is grounded together at the frame. Your converter should have a ground strap from its case to the frame.

Not that I know anything about this but….. If I were looking for a quiet grounding locacation, or power for that matter, I would go directly to the battery terminals. But I’m guessing that someone with more experience than could chime in.

As a ham radio operator I strongly suggest you use smaller 12 volt Lithium Ion batteries to run your radios. You can charge with solar, or an appropriate charger. Most of the older RV's prior to L I technology generate a lot of noise through their onboard converters.

I have heard some good reviews on newer models that are coming with Lithium Ion batteries stock.
