A few years ago, I experienced the same problem you're having. I have 2 six volt batteries. They would charge, voltage tested correctly, but unhook shore power and nada. I even used a battery load tester that would pass. After a long struggle, I won't go into the details of everything I tried, I finally discovered that one of the cable connections between the batteries was corroded. I can't say that this is your problem, but it is possible.

So now, I pull "all" the connections and clean both the battery terminals and the cable connections regularly.
