First, you can sew velcro strips to any type of fabric, vinyl, cloth or "pleather". So, make your selection of fabric, then just insist on where you want the velcro. Remember that small strips may not "match up after the fabric stretches" so don't make the "base strips" (on the plywood) permanent until after the cushions are used for several seating events....
As for having to "make a choice between HD foam or memory foam"... I've successfully used spray contact adhesive (I use Locktite Medium Strength found at Hobby Lobby) to glue memory foam to HD foam. In fact, I'm sitting on foam cushion inserts that I built to replace the foam in the cushions that came with our family room set. They are 5" thick, 3" of HD foam base with 2" of memory foam glued to the top of the base. They've been in use for about 3 or 4 years now and still "sit easy".... I just removed the old foam, used it as a template, cut the new foam to match the shape, glued the pieces together and restuffed the covers.
The Locktite adhesive is a spray that stinks, so spray it outside. Just a light, surface covering on both pieces to be glued together, let it sit a couple minutes until "tacky" then you've got ONE CHANCE for correct alignment, so make sure you position the pieces properly before they touch each other.
As for the upholsterer who is forcing you to choose either/or..... Hmmmmm
