Does this mean that I need to return to Texas by January every year to have my trailer inspected? Any help would be appreciated.

No!
Full-timed for 10+ years!
As soon as you get where you're going in Texas stop & have vehicle & trailer inspected.
Fortunately we towed with a diesel so it didn't require emissions testing, the entire process for both took about 10 minutes.
If towing with a gasser registered in an area that does require emissions testing you'll have to find someplace that does & get the truck inspected there when you're back in Texas, the trailer can be done anywhere.
