Mixed signals here - CATV with internet requires a terminating modem to separate the internet connection from the Cable TV signals. OTA is Over The Air - nothing to do with Internet, that's the term for using an antenna. Unless you really mean "local channels", which come in through cable via subscription agreements between the network providers and the cable provider. So yes - if you use coax to extend your incoming cable connection to the RV, then you need a modem to break out the internet. If you want to watch - say - YouTube TV, you'd have to use either an ethernet cable to go from your cable modem to the TV, or install a wireless AP - unless the cable modem includes built in wifi.
