ac supply wires burnt behind water heater

Hot water heater works on gas but not on ac. After 2 hours of troubleshooting I finally found the AC power wires on the back of my hot water heater totally melted with the outer jacket burnt off. All the obvious checks were good (switch element etc) but then i realized I had no ac neutral. After removing the grill under my stairs and laying under them I was barely able to get to the electrical box on the back of the suburban heater where the ac enters. Looking in this box revealed the hot and neutral wires were melted together. The circuit breaker never blew and no other parts were bad. Anyone else ever had this problem and what would make it get hot enough to meltdown but not blow the breaker. Im guessing it was a bad connection that caused resistance and heat and then the meltdown but curious if something else could be on its way out.??

My element was measuring 0.0 ohm so I assumed it was bad. I ordered a new one and measured it before installing it. again I got a 0.0 At this point I was suspicious of my meter and found that it was not working in the ohm setting. So both the new and old elements are both reading 10.5 ohms. I cleaned up the wiring and installed the new element and Its working perfect.

So any ideas on what would cause this meltdown of the wiring??

I’ve seen it a few times. Factory’s like to use wire nuts and they like to fall off.

Bad/loose connections cause arcing,
Arcing causes heat,
Heat causes melting and burning.
