Hitch extenders

Bought a "new to me" 2021 Chevy Silverado 1500 and it sits >2" higher than my old 2011 Silverado 1500. So, I came up with this hitch extender from Curt.

Then i read this while researching on Curt:

You also need to be aware that both towing and tongue weight capacities of the hitch will be reduced when an extender is used. One that’s less than 12″ long will reduce your load capacity by 25%. An extender that’s more than 12″ long will reduce your load capacity by 50%! Details should be provided with the extender, and in order to use one safely, you need to observe those reduced limits.
BTW, My Hideout weights Dry 3290. GVWR 4460 , Hitch weight 460

Sorry, confuses me. Is this safe???
I have attached pictures, hope it helps... 3rd pictures is for demo purpose only (missing hitch pin)

Why not remove the ball and sway bar plate from the shank that you already have and flip the shank so that it lowers the hitch instead of raising it.

I am not sure why you would add a drop, then an extension and then a rise? Why not just flip the ball mount or get a new one with less drop/rise? That much extension off the back of the truck is going to magnify instability.
