If they ordered new keys and a new remote transmitter (hand held component) it has to be "synced to the receiver" or your trailer will not recognize the remote.
In other words, like your garage door opener is "synced" to only the frequency of YOUR garage door and won't work to open the neighbor's door, your trailer remote unit has to be synced to work with YOUR trailer system.
If that hasn't been done, then neither the receiver in the trailer or the transmitter in your hand will recognize each other.
I'd guess that's your "first problem". After you get that step working, then it's to determine whether, after 3 or 4 years of not being used, if the receiver (and all its relays) is still operational. Hopefully it still works, but being stored in bad storage conditions (temperature and humidity) for all these years, who knows until you turn it on and "smoke test it".....
