is there a problem with this trailer?

Hey guys, i am looking at buying a Cougar 293 bhs trailer used. I noticed that on the front of the trailer just below the marker lights on both sides the fibrelass seems to be wavy or almost dented. I thought it was only this trailer, but i also have noticed it on several other Cougar trailers. Is this something that i should be concerned with before buying? The rest of the trailer is totally smooth.

Sounds like a water leak, though tough to be sure without seeing the trailer. I have read several people having problems with water leaks around the marker lights (not just keystone, many brands).
