You need to know what it is you're trying to remove to make it shine? Probably oxidation if in Kingman, been sitting in the sun for 4 years and not cleaned/waxed often.
If the above is the case (make sure) you can use various cleaners/abrasives with a RA buffer and try to buff it out - it ain't easy and once the oxidation is there it is a repetitive, fairly frequent process.
