Probably butyl tape. We clean exterior surfaces using a plastic scraper (no scratching) and then a rag sprayed with a product called acrysol (sp?).

WD40 or mineral spirits works well also. Rubbing back and forth will smooth the caulk and fill any cracks. (providing that it is butyl tape .. it works on the putty used in shower and sink drains too)

Acrysol is a aerosol product used for cleaning surfaces prior to painting. We use it on exterior walls to remove silicon, butyl tape residue, and decal glue among other things. It won't leave any residue or "melt" the finish. You would probably find it at an auto paint supply store on the shelf.
