Rv fridgenot working on electric

My dad has a 2011 keystone cougar with a domestic fridge in it. The fridge will not work on electric it always try’s to switch to propane. I pulled the cover off of the control board and I have 120volts through the fuse but I am not getting it out of the terminals for the heater. My question is if 120 is entering the board why is it trying to switch to propane. Any insight on what may be wrong is greatly appreciated.

It also sounds like a fan or something keeps turning on and off in the back of the fridge
