Keystone Couger Water Fill blockage

Trying to add water for the first time, now that we're above freezing. Can't seem to get water into the tank OR get water to the coach using the city side of the fill. The little white plastic thing in the fill connection seems to be some type of check valve. It seems to move easily under finger pressure. What else might I be overlooking?
