Furnace doesn't heat below35 degrees

I have a interesting issue. my furnace works fine as long as the temperature is above about 40 degrees. below that it will blow but not heat. today it is 25 degrees here. sure enough, no heat. I can hear the igniter clicking but do not smell gas in the exhaust. I thought maybe it may be cold propane issue. took the tank and regulator off and took them in the house to warm up. no help. I removed the inside cover of the furnace and put a space heater blowing directly on the furnace. after about 15 minutes the furnace started working. any suggestions?
