I just discovered this very same situation on new replacement axles/brakes. Grease everywhere!!!! Especially bad because the seals were not installed all the way in!!! On top of that, the rear axle had the brake assemblies reversed. All fixed now.

Does your truck have a built in brake controller? If so, the 8 volts may be normal if you aren't moving and slamming on your brakes. The big question, do your trailer brakes work when driving? If you have a built in controller the brakes will feel soft.
