Log onto airbnb and check with them for assistance. I've booked camp sites thru them, and you may want to list this way if you work it out. They provide some protection and handle the money.

I, personally, have not but know three people who have. One is still in the buildout phase. The other two have been up and running for the past couple of years. All had and still have the same goal, ie; attract seasonal “shifters” some of whom shift between two seasons and others who do three or four seasonal shifts. In either case, they park for at least three months. None of my friends provide restrooms or laundries. But, the two that are established do provide streaming capable WiFi. The one who is still in buildout intends to but may be constrained due to local topography. None of the small parks accommodate more than 12 spaces. But, they are large spaces with, as you might expect, full hooks. Zoning is always a problem made particularly so by the nature of the habitats, ie; they have wheels. In North Carolina and Florida, this is a city/county issue.

Old boy who lives about a mile from us on the main county road has his camper full timing and about 3 others who have been there a long time. I think they share septic/well and not sure about power but they do have lights. In this part of rural Texas nobody really cares I guess as it ain't hurting anyone. I would think the septic system would be the biggest issue if several slots were able to hook up. These are generally sized per bedroom and the county does record these systems and permit them. Most all the new places out here are aerobic as they won't perk (rock). My system is conventional as a bunch of dynamite was used to blast out the side of the hill and fill was brought in. Aerobic kind of stinks (pun intended).

First it all comes down to what local zoning allows. We have a site on my daughters property in GA that we half time on. No problem with zoning there.
In our home town in upstate NY we can keep an RV on a lot indefinitely and even stay in it. We can dump the tanks in an on site septic system buy can't leave the hoses hooked up. Go figure. That is not state or county rules but town zoning. Zoning varies widely and is mostly local. I've seen where zoning restricts what color you can paint your house.

As for renting, we own a 4 unit apartment building, small one b/r apt's. We have had few problems and it's always been with younger tenants. Therefor, we now only rent to senior citizens. I'm sure that violates some federal civil rights law. So be it. Right now we have one unit vacant and get call all the time but it will stay vacant until a senior citizen comes along. One way to reduce problems is a healthy security deposit and always requiring a lease with expectations spelled out.

I'm not a lawyer.

I have an elderly cousin who wanted to supplement her income by renting out her deceased sister's room. We discovered that she could not legally advertise for a "female" boarder -- she had to advertise for a nonspecific boarder. She was legally free to "discriminate" against any applicant on the basis of sex, but it was illegal for her to tell them in that case why they had been rejected.

Are we behind the looking-glass yet or what?

I'd have to side with John - "The Public" generally sucks, and I don't think I would want the headache...

As far as legal schmegal, I don't think you are required to provide a reason you declined a potential client.

In past few years every campground/park we stay for extended stays requires a background check before arriving. If I had rental property these days that would be absolutely mandatory before they moved in.
Before retirement my company was trying to hire an electronics specialist, well over 100 applicants & not a single one could pass the background check &/or drug test. I guess it's the sign of our times, unfortunately.

Another unfortunate byproduct of COVID is it is instilling a feeling of entitlement to the public. People that would never dream of skipping rent are almost daily being encouraged to by government. They are creating a bigger “us vs them” mentality. People that would never dream of going on unemployment are stepping in line. I know many people may actually have no other option but a lot of people are taking unemployment vs doing any work they deem “beneath” them.The gov subsidies to the unemployment weekly check is making them content.
I may be crazy but it seems like a certain segment of our country does not like any one that has a small business or extra private property .that segment wants a wealthy class and everyone else being taken care of by the gov . There is going to be a lot of houses on the market soon as landlords either sell or lose there rental properties. I wouldn’t rent to anyone in the current climate. I even saw there is a nationwide group that searches for vacant properties and they hold a press conference while moving a homeless person into the house because they know how hard it is to get them out. It’s unbelievable to me
And by the way I would sweep floors for a living..then I would see how they build the brooms and if I could build and sell my own or start a sweeping company with multiple locations.
You can make anything work that you set your mind to..no one can “ give you “ambition”
Anyway enough of my rant... back to your regularly scheduled program. Lol
