I didn’t know f250 came with dullies on the back. Only f350/450/550 etc oh well way over gross weight dangerous on the road. Should have bought a semi with flatbed.

in some states the total length i.e. pulling a Dingy requires a Class A license - I found out but was only warned.

By definition, pulling a dingy with a fifth wheel trailer is called , "a set of doubles". Hence a class A requirement.

My question would be what kind of brake controller is being used. If I saw that going in my direction I wouldn't want to behind OR in front within sight of it.

Not likely over the trucks GVWR, as the 5er is on a tow dolly and not adding weight just the boat. Now GCWR could be an issue, sure he doesn't fly up hills.

Why would he not have enough brakes? There are brakes on both trailers and possibly on the tow dolly. With the TV being a F450 he would not be over GVW and not over GCWR. This is a little defense for the guy (or Lady) in the photo, what we do not know are the true weights and a big help would be Disc Brakes on the 5th wheel. Hope every one had fun with this one, but the laugh may be on you.

Disc brakes are standard on that particular RV.

Now that's is what I'm talking about, to defy the towing specs.
