Shiny surface coming off of the front chip guard

My 2019 Outback 330RL has the textured black surface on the bottom 1/2 of the front and the shiny surface is flaking and peeling off. It is a very thin material. Camper is 18 months old and is stored outside. Anyone have an idea what might be happening? Is it a clear coat coming off?

I have yet to talk to the dealership but I find having some information before talking to them is a good thing.

Any info appreciated.
