City water filling fresh (even after new pump)

Hello,
We were getting prepped for our first outing of the year (we have owned and used the trailer for the last 2 yrs), and our city water hose kept filling the fresh water tank, and sent nothing to the faucets. We called our dealer, who recommended replacing the pump. The brand new pump is installed and still producing the same problem.

Any ideas out there? 30' travel trailer, only 3 years old!
