All three brackets brook, now if I buy three more, they will also breack, the metal is so low quality, any suggestions?

Also, it seems that water is in that pipe, even if my tank is empty?

The picture gets fuzzy when I try to zoom in. Is that rust where they broke?

Yes, all brackets broke because of the rust, but the brackets should be stronger to hold the pipe, all 3 broke, and because it is under the TT it is a place to get rust.

You might try replacing the brackets with aluminum. You will need to treat the junctions where it meets steel to prevent dissimilar metal corrosion. I'd treat that rust to prevent it from getting worse too.
