What is this in my tie down

there are two of these on the same side one in each tie down. I was just wondering what do you guys use these for?

They look like the "D" rings that held the straps that held my swivel rockers in place for travel. But they were just screwed into the floor.

There should be a couple of nylon straps that look like the ones that hold the TVs in place while traveling. They are used to keep the ladders and or carpet from moving around when traveling.

If it's screwed to the floor, it's to attach a restraint to keep the recliners from moving around when traveling.
