If you are saying that it takes 3 or 4 tries on the first time it lights, and you've had your propane tanks turned off, that's normal. Once you get air in the lines, it has to purge out which takes a significant amount of time when you consider the small amount of gas that's being directed to the water heater circuit.
If, however, you're saying that it takes 3 or 4 times each time it lights, even if it was just on a few minutes earlier and is recycling to keep hot water while someone is in the shower, then that's not normal and would indicate an air mixture problem or a grounded spark issue with the igniter circuit. Possibly a control board issue???
If you're not familiar with the ignition circuit, I'd suggest waiting for the dealer to talk with you so you can explain in greater detail to him what is actually happening.
