Water Heater Door Gaps

Why is there a gap on either side of the water heater door? It seems an easy path for water intrusion.

Hard to tell from the photo, but what I think I'm seeing is the unit was not installed properly. The heater unit itself should be behind the outer trim ring that is attached to the outer wall of the trailer.

My old heater was the same way. I think its designed that way. I just filled the top corners in with silicone.
