Grab Handle Repair - 239ml Passport

The bottom mount on my 239ml Passport was loose so I set out to repair it. On inspection, I found that the holes in the luan were stripped. It appears that there is no frame backing behind the holes on the top and bottom mount. I tried using plastic hole plugs but that only made matters worse. Any hints for a proper repair would be appreciated.

Can you get up behind that luan? If so, glue a piece of wood; maybe 1/2"? And then put the screws in. Hard to believe they screwed that grab handle in a piece of luan plywood. What is it? About an 1/8" thick? I am sure smarter folks will come along with better solutions. Good luck!
