What "fuses"? In the fuse panel? In the appliance? Are you connected to shore power or operating on battery?
Some more info would be helpful.

Does the fuse blow as soon as it's replaced with the tstat not calling for heat? Does it blow out as soon as the fan comes on?
Also did you just acquire this unit? Did the furnace work previously?

Since the furnace is a 12VDC appliance, I doubt the shore power has any effect. You need to access the wires going to the furnace.

Look for a RED and WHITE wire. White is ground, using a test light check for continuity across the power and ground wires. If it has little or no resistance then I would cut the wires and test the LEADS FROM THE TRAILER. If there is continuity, the issue is in the wiring going to the furnace, If not then the furnace needs investigating.

If the fuse in the power distribution center "blows immediately" when the replacement fuse is installed (with no demand at the furnace), there is a short to ground from the fuse (in the red wire) between the fuse panel and the connection on the furnace power strip. My guess is that either there's a staple through a wire (that finally contacted a ground) or there is a worn away insulation at the point where the red wire enters the furnace body (cut insulation on the sharp steel furnace sheet metal) or a loose connection that's shorted to ground where the red wire is attached to the screw terminal on the furnace power connection strip.

I could be completely off base, but I'd start by removing the fuse and testing with an ohmmeter from that point to the furnace "red wire". You should have continuity. Now, without moving the test lead from the fuse connector terminal to ground. You should NOT have continuity. My guess is that you will find a short on that red wire....

That "short" could be either where the red wire exits the power center (6" from the fuse) or it could be at the other end, 15' away at the furnace connector or ANYWHERE between the two points.....
