The "fuse panel" is located inside the "drop down door" on the trailer AC/DC power center. Here's a photo of the center, just push the top center door and it will drop down revealing the AC circuit breakers and the DC fuse panel. Typically, the power center is mounted in a base cabinet near the area where the shore power cord enters the RV.
Also, many LED arrays (commonly called bulbs) are polarity sensitive, so before you start chasing wires, I'd first install a standard incandescent bulb and see if the light fixtures work. If they don't, then start troubleshooting to find the break in power. If they do work, then I'd change the wires in the light fixture to see if reversing polarity will get the LED's working.
