Question High or Low

Traded Toyota Tundra for Ford F250.
I need to adjust the hitch ball height for the F250.
Specs: Tundra ball height was 22" - set to dealer installation at time of purchase.
Specs: F250 - current ball height is 23" using same shank.
I need to drop the ball 1" to get to the correct height according to the dealer.
IF I can't get EXACTLY to 22" on height, is it better to be too high or too low? The amount should be less than 1/4" either way.
Using 10,000 lb. Equalizer Hitch.
Thoughts?

It is better to have the trailer tow front slightly low than front slightly high.

Level is best, slightly low will work
