Well several things can prevent you from having hot water on electric.

First make sure tank isn't on bypass, pop the expansion valve open a bit you should get a spray of water. If not, the tank is likely on bypass. Open the by pass valve(s).

Next if you have a spray, make sure the W/H breaker is on.

Then be sure the switch in the lower right corner under the outside access panel is on.

Now if the element had power, before the tank was filled with water, it is likely that you burned up the heating element and will need to replace it.

jessirose, A good start would be to add a signature to your posts. Add year, make and model for your camper and tow vehicle. This will save lots of questions if you need help with either. Next, open the outside water heater compartment and there will be labels that tell you the brand and model (number) of the water heater. Knowing the brand will make answering your question a lot more specific. And last, have you ever had hot water? If so, how did you turn on the electric to the hot water heater?

George's suggestion above is always a great benefit to those trying to help. As far as hot water heaters, they're not all the same. There are primarily 2 different brands and they work differently for heat on electric. Once the brand is identified the suggestions can be more specific and on point. Russ has given some good advice on getting started, but again, the process and operation of the 2 brands of water heater are different.
