Since your cable is still intact, I do not believe you need to remove the access cover over the pulleys. The cable replacement procedure starts in section III of the service manual: http://www.norcoind.com/bal/download...ice-manual.pdf
But if you do want to remove the access cover, as Tom mentioned, it should pivot out of the groove.
Please let us know what ultimately works, since you are entering an uncharted DIY repair.
