Water Leak

I developed a water leak on my last trip. I thought it was the fresh water tank, but it appears to be the city water line. it is under the 5th wheel no water inside. I can't find the lines to trace it because of the belly liner. Is it ok to cut the liner and retape when finished or is there some way to remove it?

The belly is secured with screws along the edge. Easy enough to remove and no worries about accidentally cutting into something on other side of belly (such as electric wires that are laying on it).
