Yes you could but why downgrade? Filling more often isn't something I like doing.

I would just pack an extra 20lb with you and then you can leave the 30's in the trailer and not move them very often.

Refill tanks

How do you deal with the heavy 30 gal tanks? Pretty heavy to take off and put in the truck to go get refilled. Just saying

Just how often do you have to refill? We full time and use for the same as you, about once a month to change tanks.

I take one tank at a time and place the empty behind the passenger seat of the truck (crew cab). Putting it into the bed of the truck is not only prohibitively high but is much harder to control.

I don't see why he couldn't just partially fill them based on the scale weight. Are propane tanks required to be serviced to full? I'm only inquiring for the OP.

I don't know what the LP situation is where the OP is. In my little burg the LP store used to charge by the gallon on 20/30lb. tanks then they just started charging a flat price. Learned that when I took one in 1/2 empty and it dropped my jaw. Same where we go in FL. There the LP store will fill by the gal. (others use flat price) but they are forever slow. You drop the tank off and go back that afternoon before close. Not feasible when I have other things to do and it's a 1 hour round trip. For the things the OP mentioned; outside heater, cookers etc. I just carry a 20lb. tank for them and the RV tanks are strictly for it.

We have three 30# propane tanks and one 20#. The 20# is carried in a milk crate, and used for out BBQ. The extra 30# is as backup if we loose power and can’t get out to get more propane for the furnace. We full time host and we do get snow and ice storms in the PNW. We carry that cylinder in a simple 2x4 cradle horizontally in the back of the truck when traveling or filling.

Transporting portable LP bottles horizontally is not advisable & dangerous. They have a built in check valve/rapid release valve that doesn't work properly laying down. Most all cautions for LP warn to never carry/transport cylinders horizontally unless designed to be horizontal such as fork lifts, etc.
You'd be better off with another milk crate for the 30lber also.
