Setting the gain on tow control

Trying to figure out what is enough gain on the brake controller
under the dash on my Dodge Ram.

I have it set at 2.5 is this enough or how do I decide?

Watch this video and it shows you how to setup your trailer brakes:

The above video is OK, but it failed to mention setting up 1 of the 4 brake types. For your Cougar I would start out on "Heavy Electric". Refer to your owners manual for complete instructions. Also I would think you need a setting of 5 or more. The Ram brake controller has some unique software driving it. under about 30 mph it reduces the available voltage to prevent skidding the tires. After driving you rig you will soon feel whether your trailer is dragging or pushing you when stopping, you want a neutral feeling to a slight drag. Be sure to use the trailer haul mode and exhaust brake if you have it.

A word of caution, in slippery, icy conditions consider turning off the exhaust brake.

I just realized the OP has a 3 generation Ram and all the above information is for the 4 gen.
