Remove the screws, #34, lift off the cover, #32, clean the gears, # 26 & 31, inspect the bushings, #27. If needed, apply Mobilith #460 to the gear assembly. If the old grease is caked and brittle, you would want to disassemble the jack, clean all the gears and reassemble with new grease.
As for maintenance frequency. When we had travel trailers, we always kept a 2 gallon bucket over the hitch head while in storage. That kept rain/sun off the jack head. We usually had some surface rust on the jack extension leg/foot. I found the hard way, that greasing it to stop rust caused more problems than just keeping it clean and dry.
Yes, we always did maintenance on our electric jack. It seemed like it stopped working at least once a year making disassembly and maintenance something we couldn't ignore.
