Nearly all 120 volt electric space heaters are rated at 1500 watts. They produce roughly 5100 BTU's of heat. That's roughly 3.41 BTU's per watt of power.
So, your 130/260 watt electric heater will produce somewhere around 440 BTU on low and 880 BTU on high. That's around 9% of the heat output of a standard space heater. I'm not sure that would give you much more than, as Marshall said, about the same heat as a good hand warmer. It certainly wouldn't warm an RV interior. If you think about it, most percolator coffee pots use 1100 watts. That coffee pot puts off nearly 8 times more heat than that "IR Heater"....
I don't think you'll be satisfied with the heat output... Looking at the link, there's a $30 coupon.... If they're selling a $114 heater for $30 off.... Hmmmmm
