Possible roof problem?

Did my spring time roof wash and inspection and found this. It’s just above the rain gutter and is in several spots.
Should I be concerned?

That’s the Dicor drying out. The rail should have been installed with putty/butyl tape underneath. The Dicor is kind of like “insurance” against leaks. I would just scrape it off with a plastic putty knife and apply new NON self leveling dicor.
