There are several "maintenance steps" that the previous owner apparently failed to follow as well as drawings that show the entire "rotating system". Hopefully it's something as simple as sealant on the rotating platform on the roof, but there are several "inside parts" that also rotate with the inner handle so you can aim the antenna.
Here is the "replacement procedure instruction sheet" for the elevating gear system and the directional aiming handle/gear system.
As for the switch in question, on many (maybe most) Keystone trailers, there are "blank switch positions" on the control center panel. Panels are used on many trailer models, some with one, some with two and some with more switches than other models. That "generic panel" will have switch hole covers on it to cover "holes that aren't used".
It looks like the previous owner probably installed a switch in the panel and wired it to control some "added electrical component". The switch is not "OEM" and doesn't match the rest of the switches, so it's anybody's guess as to what the PO hooked up.
Have you got some "added" patio lights, an awning light, under-trailer lights ??? Maybe some tank heater pads ???
Have you, by any chance, asked the previous owner what it controls ???
I'd suspect that would be the easiest way to learn what it controls.
