Contact cement, when applied to some rigid Styrofoam-type substances, will react with it and actually "eat" or dissolve it. The wall is made up of the exterior fiberglass which is glued to the high density foam which is "sandwiched" on the inside by a thin layer of luan.
Without knowing the extent of the delamination, it is difficult to say if trying to squeeze some kind of cement between the fiberglass and the foam would be effective.
Before you proceed any further, I would try to get a hold of a small piece of the type of foam that is used in the RV and try applying some contact cement to it and see what, if any, reaction takes place.
