Shower shutoff.

Good evening all:
I am trying to find a shower shutoff that actually shuts of all water when in the off position. Have tried several but none shuts off water completely. Used to have a shutoff in my previous unit with a twist knob that did completely shut off water and when turned back on was still warm instead of cold for a period of time.
