Before you do anything, look at the water heater and see if it's even setup for both LP and AC.
Look at the front of the water heater, down near the bottom off to the left will be plug. That is the drain, next to it if there is an oblong plastic cover held on with 3 screws then you have an electrical element. If there isn't then you would need to replace the water heater. To my knowledge there isn't any "add on" for a water heater to be electric.
